Roberto Pereira

Roberto Pereira Ugalde is a Costa Rican entrepreneur, investor, and philosopher, driven by an enduring passion for technology and first-principles thinking. Educated in the School of Philosophy at the University of Costa Rica (UCR), Roberto founded ACCIÓN FILOSÓFICA in 2016 — a groundbreaking digital project that brought philosophy to tens of millions of people, inspired new thinkers, and challenged the notion that philosophical inquiry belongs only to academia. A lifelong contrarian, Roberto believes in rethinking industries from their foundations rather than building incremental improvements. In 2020, he left public life to focus on artificial intelligence research, emerging technologies, and real-world innovation. Over the past four years, Roberto has led digital transformation and process automation initiatives for the Government of Costa Rica through the Ventanilla Única de Inversión (VUI) at PROCOMER, working alongside every national ministry and the Office of the President to modernize public services. In 2025, he co-founded NOUS, where he now serves as Chief Executive Officer (CEO). NOUS is dedicated to accelerating AI adoption in Costa Rica, pursuing cutting-edge research and development to create innovative solutions for individuals, organizations, and governments alike.
